Got some good news everyone that is having this same issue as my original post. Worked with TMO support for 30 minutes to no avail. So the tech put in the notes for an in store exchange. Fresh out the box WiFi calling worked! Ran the OTA update and it broke WiFi calling again. Mind you this is a out of the box avant. Well before running back to the store to complain, I decided a complete factory reset. Remember I already did the OTA update. After the factory reset, OTA remained, and WIFI calling started working for incoming calls again!
So instead of working with support, because they can't do anything really, first do a factory reset. Yes it will wipe out your pictures and apps, so back up your photos first. Let us know here if it fixes the issue of receiving calls over wifi. Good luck.
